Questions

Is daylight saving taken into account?

Yes. Your browser’s time zone database is used, so each zone’s rules for that date apply.

Seconds or milliseconds?

Both work. Numbers of 12 digits or more are read as milliseconds.

What happens to times that don’t exist, such as during a clock change?

They move forward to the first valid time, as most calendars do.
